yathā pādme—
sarve ’dhikāriṇo hy atra hari-bhaktau yathā nṛpa ||61||
Translation
In the Padma Purāṇa it is said: All are qualified for hari-bhakti, O king.
Purport (Nectar of Devotion)
“My dear King, everyone has the right to execute devotional service, just as he has the right to take early bath in the month of Māgha [December-January].”
