Translation

Another example: O enemy of Kaṁsa! All the Brahmās, accepting Your order to create, create all the new universes. All the Śivas destroy all the old universes on Your order to destroy. All Your expansions in the form of Viṣṇus, protectors of the universe, carry out Your order to protect the newly created universes. All the masters of the universes in all directions are awaiting Your order.

Purport (Jiva Goswami)

In this verse kṛtājṣā does not mean grateful, but “accepting orders.” Since the universes are old (kāla-jīrṇe), a group of Śivas destroys them on His order. Since the universes are young (taruṇe), a group of Viṣṇus protects them. After the Lord gives the order, it is to be expected that they will be attentive for upholding the given order. Even at the time of creation, the Viṣṇus and Śivas remain always ready to follow Kṛṣṇa’s order, because of the existence of portions of universes needing protection and destruction at that time. However, by use of the three words navya, jīrṇa and taruṇa, the intensity of attention at those particular times by Brahmās, Śivas and Viṣṇus is emphasized.

Purport (Nectar of Devotion)

One devotee said, “My dear Kṛṣṇa, when You order Brahmā, ‘Now you may create the universe,’ and when You order Lord Śiva, ‘Now you dissolve this material manifestation,’ You are in this way creating and dissolving the material creation Yourself. Simply by Your orders and by Your partial representation of Viṣṇu, You are maintaining the universes. In this way, O Kṛṣṇa, O enemy of Kaṁsa, there are so many Brahmās and Śivas who are simply carrying out Your orders.”
