(59) hatāri-gati-dāyakaḥ –
mukti-dātā hatārīṇāṁ hatāri-gati-dāyakaḥ ||204||
Translation
He who gives liberation to those He kills is called “giver of the goal to those he kills.”
Purport (Visvanatha Cakravarti Thakura)
Qualities such as giving liberation to the enemy actually belong only to Kṛṣṇa, since the ordinary forms of Nārāyaṇa possess ordinary qualities of awarding a goal to the enemy. [Note: In the commentary on verse 40 it was explained that Nārāyaṇa gives Svarga to the enemy. He is the source of the puruṣāvatāras but He is not avatārī.]

Liberation mentioned in this definition is representative only, and should also be understood to include giving bhakti to persons such as Pūtanā well. This has been indicated with amī kṛṣṇe kilādbhūtāḥ: these qualities become more astounding in Kṛṣṇa. (2.1.40)
