krodhād, yathā –
yajṣasya bhaṅgād ativṛṣṭi-kāriṇaṁ
samīkṣya śakraṁ saruṣo garutmataḥ |
ghanopariṣṭād api tiṣṭhatas tadā
nipetur aṅgād ghana-nīra-bindavaḥ ||31||
Translation
From anger: Seeing Indra showering down excessive rain because his sacrifice had been stopped, Garuḍa, though situated on a cloud at a distance, became filled with anger. Profuse drops of perspiration fell from his limbs.
Purport (Jiva Goswami)
“Being situated on a cloud” implies that Garuḍa was present at a distance, and did not participate in the pastime. With the use of the word api, virodhālaṅkāra is introduced. Though Garuḍa was situated on a cloud (ghana), which is already filled with water, water drops fell from his body.

Perspiration due to anger was exhibited by Garuḍa, the eagle who is the carrier of Viṣṇu. Once the heavenly king, Indra, was sending torrents of rain over Vṛndāvana. Garuḍa was observing the incident from above the clouds, and because of his anger, he began perspiring.
