tatra sāmānyā –
kaṣcid viśeṣam aprāptā sādhāraṇa-janasya yā |
bālikadaiś ca kṛṣṇe syāt sāmānyā sā ratir matā ||9||
Translation
Sāmānya-śuddha-rati: The rati manifested in ordinary people and children for Kṛṣṇa is called sāmānya-rati or ordinary rati. It does not have the distinguishing qualities of even svaccha-rati or śānta-rati.
Purport (Jiva Goswami)
Śuddha-rati directed towards Kṛṣṇa does not have the excellent qualities found in other types of rati such as prīti-rati. Thus it is discussed separately from the others. When it does not have particular features (kaṣcid viśeṣam aprāptā) of even svaccha or śānta forms of śuddha-rati, it is called sāmānya-rati or ordinary rati. But by attaining higher levels of excellence, progressing through the form of svaccha-rati, it finally becomes śānta-rati. This sāmānya-rati will be found in ordinary people: This means it is found everywhere or commonly.

Neutrality
Neutrality can be further subdivided into general, transparent and peaceful. An attraction for Kṛṣṇa by the people in general or by children cannot take any specific or satisfactory position. It can be manifest sometimes in trembling of the body and changing of the color of the eyes (to red, white, etc.), although there is no symptom of any particular affection.
