ātmocitair vibhāvādyaiḥ puṣṭiṁ nītā satāṁ hṛdi |
madhurākhyo bhaved bhakti-raso ’sau madhurā ratiḥ ||1||
Translation
When madhura-rati is nourished by suitable vibhāva and other elements in the devotees’ hearts, it is called madhura-bhakti-rasa.

The devotees (satām) here refers to particular devotees whose hearts are touched with attraction for Kṛṣṇa as their lover.
