atha tad-anvayī –
yac ceṣṭā kṛṣṇa-viṣayā proktaḥ so ’tra tad-anvayī ||9||
Translation
A person whose action (of laughter) is directed towards Kṛṣṇa is called tad-anvayī (person related to Kṛṣṇa). [Note: This means the person experiencing the humor or the person laughing.]

Yad ceṣṭā kṛṣṇa-viṣayā means “a person whose actions are directed towards Kṛṣṇa.”
