asmin bhaya-ratiḥ sthāyī bhāvaḥ syād aparādhataḥ | bhīṣaṇebhyaś ca tatra syād bahudhaivāparādhitā ||12||

Translation

The sthāyi-bhāva of bhayānaka-rasa is bhaya-rati. Bhaya-rati arises from offenses and fearful persons. There are many types of offenses.

Purport (Nectar of Devotion)

In all such circumstances the ecstatic dread is the steady or constant factor. Such dread is caused either by offenses committed or by dreadful circumstances. Offenses may be committed in varieties of ways, and the dread is felt by the person who has committed the offense.
