Translation
The proper conduct for a woman who has been neglected by her lover is to show anger. The proper conduct of the man when hit by flowers thrown by his lover is to smile. For the man and woman to act otherwise is called transgression of normal conduct.
Purport (Jiva Goswami)
Samaya means conduct.
