gopa-gobhir alaṅkṛtam
rohiṇī vasudevasya

Translation
The Lord ordered Yoga-māyā: O My potency, who are worshipable for the entire world and whose nature is to bestow good fortune upon all living entities, go to Vraja, where there live many cowherd men and their wives. In that very beautiful land, where many cows reside, Rohiṇī, the wife of Vasudeva, is living at the home of Nanda Mahārāja. Other wives of Vasudeva are also living there incognito because of fear of Kaṁsa. Please go there.

The Lord ordered Yogamāyā: O My potency, who are worshipable for the entire world and whose nature is to bestow good fortune upon all living entities, go to Vraja, where there live many cowherd men and their wives. In that very beautiful land, where many cows reside, Rohiṇī, the wife of Vasudeva, is living at the home of Nanda Mahārāja. Other wives of Vasudeva are also living there incognito because of fear of Kaṁsa. Please go there.

The Lord ordered the appearance of Yogamāyā in the land of Vrajabhūmi, in Vṛndāvana, which is always decorated and full with beautiful cows. In Vṛndāvana, Rohiṇī, one of the wives of Vasudeva, was residing at the house of King Nanda and Queen Yaśodā. Not only Rohiṇī but many others in the Yadu dynasty were scattered all over the country due to their fear of the atrocities of Kaṁsa. Some of them were even living in the caves of the mountains.

Nanda-gokula, the residence of King Nanda, was itself very beautiful, and when Yoga-māyā was ordered to go there and encourage the devotees with fearlessness, it became even more beautiful and safe. Because Yoga-māyā had the ability to create such an atmosphere, the Lord ordered her to go to Nanda-gokula.

After Devaki’s six children were killed, Vasudeva, seeing Rohini pregnant, sent her secretly to Gokula. Others also, being afraid of Kamsa (kamsa samvigna), lived in secret places (vivaresu—literally holes).

O Devī, worshipped by the world, full of all auspiciousness! He addresses her in this way to inspire her. Or the words show her qualification for going to Vraja. The other words also are meant to inspire her. The cowherds and cows are most astonishing, unimaginable by her. Other wives of Vasudeva were also living there.
