त्वं न: परमकं दैवं त्वं न इन्द्रो जगत्पते भवाय भव गोविप्रदेवानां ये च साधव: ॥ २० ॥

tvaṁ naḥ paramakaṁ daivaṁ tvaṁ na indro jagat-pate bhavāya bhava go-vipra devānāṁ ye ca sādhavaḥ

Translation

You are our worshipable Deity. Therefore, O Lord of the universe, for the benefit of the cows, the brāhmaṇas, the demigods and all other saintly persons, please become our Indra.

You are our worshipable Deity. Therefore, O Lord of the universe, for the benefit of the cows, the brāhmaṇas, the demigods and all other saintly persons, please become our Indra. KB 10.27.20 “We do not know anyone else as the Supreme, nor do we go to any other god or demigods for protection. Therefore, You are our Indra, You are the supreme father of the whole cosmic manifestation, and You are the protector and elevator of all the cows, brāhmaṇas, demigods and others who are pure devotees of Your Lordship.

Purport

The Supreme Lord is self-sufficient: He can do everything Himself. The Lord appointed one of His innumerable children to the position of Indra, the lord of the cosmic heaven. But Indra abused his authority, and now Surabhi requests Lord Kṛṣṇa, the Absolute Truth, to directly become her Lord, her Indra. We should carefully perform our duties without false pride; thus we will not become obsolete and embarrassed, as in the present case of King Indra, who actually attacked Lord Kṛṣṇa and His Vṛndāvana devotees.

"You are the devata (daivam) who gives supreme happiness (parama ka). Therefore you are our Indra. As you are the lord of the universe (jagatpati), though you presently appear in a cowherd family, you are qualified as Indra because you stopped the sacrifice to Indra and defeated him."

The special position is described. You are your supreme deity. The suffix ka on paramakam indicates compassion according to nitau ca tad yuktāt (Pāṇini 5.3.77) Gopala-tāpani Upaniṣad says: janmajarābhām bhinnaḥ sthāṇur ayam acchedyo ‘yam yo ‘sau saurye tiṣṭati yo ‘sau goṣu tiṣthati, yo ‘sau gopān pālayati yo ‘ṣau sarveṣu vedeṣu tiṣthati, yo ‘sau sarvair vedair gīyate yo ‘sau sarveṣu bhūteṣv āviṣya bhūtāni vidadhāti He is without birth and death, is permanent and cannot be cut. He is situated in sun, in the cows, in all the Vedas, and protects the cowherds. He is glorified in all the Vedas and, entering into all beings, supports all beings. Therefore become our Indra. O master of the universe! Though you are the master of the universe, you are also our master. In being king of the cows, you also give auspiciousness to the brāhmaṇas and devatās. gobhyo yajñāḥ pravartante gobhyo devāḥ samutthitāḥ | gobhir vedāḥ samudgīrṇāḥ ṣaḍ-aṅga-padaka-kramāḥ || Sacrifices take place because of cows. The devatās appear because of cows. The Vedas with their six aṅgas appear because of the cows. Go-sūkta

Purport (Sanatana Goswami)

Please fulfill our desire. You are he who is the supreme happiness (parama-kam) for us cows. Or you are supreme (paramakam) for us (naḥ). Become our Indra. That is possible for you because you are the Lord of the universe (jagatpate). Or you are our Indra because you are the protector of the universe, having given protection from the rain. Therefore always be prosperous (bhavāya bhava).
