आगता ह्युपपन्नं व: प्रीयन्ते मयि जन्तव: ॥ २३ ॥

Translation
On the other hand, perhaps you have come here out of your great love for Me, which has taken control of your hearts. This is of course quite commendable on your part, since all living entities possess natural affection for Me.

“I can also understand that you have very great affection for Me, and out of that transcendental affection you have come here, hearing My playing on the flute. Your feelings of love and affection for Me are very appropriate because I am the Supreme Personality of Godhead. All living creatures are My parts and parcels, and naturally they are affectionate to Me. So this affection for Me is very welcome, and I congratulate you for this. Now you can go back to your homes.

"Oh, I have made a mistake in assuming the causes of your coming. Now I understand the cause. Because your affection for me has increased, your hearts have become controlled by that, and thus you have come. In seeing me, this affection has been satisfied. All living beings have affection for me, as it is my natural quality, not attained by some practice. Thus your affection to me is ordinary, not any particular deep love."
The other meaning is as follows. "You have come to me because of your great conjugal love for me. my mind has been brought under your control. (or, I have become attracted to the strength of your minds.) Therefore your coming is very proper. It is not irregular. If all living beings have affection for me, what must be said about you?"

On seeing that the gopīs had become angry, Kṛṣṇa then further agitated them by giving a general example of living entities in order make them return home. On the other hand, instead of coming to see the beauty of the forest, perhaps you have come out of general affection for me, not because of attraction between a woman and man. He shows great indifference. You come out of affection for me because (hi) all living beings show affection for me. By directly mentioning affection he dilutes its force. He uses the word bhavatyaḥ to indicate great respect for them. Or, fearing the gopīs would say “We have given up our relatives, so why mention them at all.” In response Kṛṣṇa speaks the verse, praising himself.
Actually he shows indifference in order to increase their love by his skilful play. Another meaning of the words is as follows. Though you have come with some other goal, please take rest for a moment at my request. Out of great rati for me you have come. If so, that is very suitable since all beings have affection for me. What then to speak of you who have such love for me1 He addresses them as bhavatyaḥ out of respect for their prema. Now please enjoy with me as you wish.
