Translation (Visvanatha Cakravarti Thakura)

"Don't be afraid of the wind and rain," said one gopī. "I will save you." And with that she lifted her shawl above her head. KB 10.30.20 One of the gopīs raised her hand with her covering garments and said, “Now don’t be afraid of the torrents of rain and severe hurricanes. I’ll save you!” In this way she imitated the lifting of Govardhana Hill.

Purport

Here a gopī enacts Lord Kṛṣṇa’s pastime of lifting Govardhana Hill.

Purport (Visvanatha Cakravarti Thakura)

In order graphically to depict the Govardhana pastime, one gopi with great care (yatanti) took her upper cloth and raising it above her head imitating Krsna’s lifting Govardhana.

Purport (Jiva Goswami)

When wind arose they enacted the Govardhana pastime. The fire in verse 22 the pastime was not enacted because imitating intense fear would restrict śṛṅgāra-rāsa.

Purport (Sanatana Goswami)

Absorbed imitation, she used only words, or absorbed in the pastime, she felt if the wind was actually present. This is also true of verse 22 and other enactments. This indicates that because of the separation, they had lost strength to enact with the whole body. She held her shawl high or for a long time, imitating lifting Govardhana.
