Translation
Another gopī looked with unblinking eyes upon His lotus face, but even after deeply relishing its sweetness She did not feel satiated, just as mystic saints are never satiated when meditating upon the Lord’s feet.

Śrīla Viśvanātha Cakravartī Ṭhākura explains that the analogy given here of saintly persons meditating upon the Lord’s feet is only partially applicable, since the ecstasy the
gopīs
felt when Kṛṣṇa came back was actually unparalleled. Śrīla Viśvanātha Cakravartī also reveals that this particular
gopī
is the most fortunate of all, Śrīmatī Rādhārāṇī.

One gopi gazed at Krsna with unblinking eyes, due to being stunned with bliss. Like bees mad to taste lotus honey of face, her two eyes, though relishing his face, were not satisfied.
Or this verse can be interepreted in another way. Because of the fierce glance of Radha mentioned in the previous verse, his face was trembling with fear and remorseful. Therefore that gopi could not be satisfied, though tasting repeatedly that face relished by her two eyes.
Though Krsna’s face is an ocean of sweetness, at that time, because of the mixture of the sancari bhavas such as shyness, despair, meekness and fear, because of being struck with the arrow glance of the leader of her group, the ocean of sweetness increased to the extreme with great variety. The gopi could not be satisfied because of her increased thirst.
For lacking a complete example (covering the second interpretation as well as the first) to illustrate this, an example covering the first interpretation is given. Just as devotees situated in the dasya and sakkya bhavas though they serve Krsna’s lotus feet repeatedly, cannot be completely satisfied, so this gopi also could not be satisfied.
It should be understood that Krsna cast his full glance and full mind upon that gopi who was glaring at him with furrowed brows, and did not divert himself to any one else at all. Seeing Krsna was inattentive to herself, the gopi mentioned in this verse without shyness looked at Krsna directly and leisurely with both eyes. In other words, that gopi pouring down arrows of glances at Krsna, Radha, was the most fortunate in all ways.

One gopī relished (juṣānā) his lotus face. She completely relished his face, with her eyes like a tongue tasting the sweetness of the beauty of his lotus face. By comparing her eyes to a tongue, her great attachment to his sweetness is shown. Śānta bhaktas here means devotees fixed in dāsya-bhakti. They can never be satisfied on seeing the Lord directly. The example is given only to show that (not that she had dāsya-bhakti). The difference here is that the beauty of his face indicating his sweetness with various bhāvas acted as the uddīpana or stimulus. Because she looked at him face on, she is a prakharā gopī, susakhya and vāma, and an independent woman since she stays in her own place thinking “He will come to meet me.”

Another gopī looked with affection at his face. She drank (āpītam) his nectar like a bee. This means she looked with complete absorption, in great affection. She was not fully satisfied just as the dāsya devotees, or the devotees with madhura-rasa, fixed in prema (santaḥ), are not fully satisfied with the Lord’s lotus feet. The similarity is in not being satisfied. The others are satisfied with his feet, but they are greedy for the nectar of his lips. Thus they have attraction for his face.
That is their special prema. Since the other devotees do not experience the softness of his feet, in this verse lotus is not mentioned with his feet (tac-caraṇam).
