Translation
Having witnessed the amazing deed Kṛṣṇa and Balarāma had performed, and seeing Their strength, boldness and beauty, the people of the city thought They must be two prominent demigods.

Seeing the activities and wonderful prowess of Kṛṣṇa, all the citizens of Mathurā began to consider the two brothers to be demigods who had come down to Mathurā, and they all looked upon Them with great astonishment. The two brothers strolled carefree in the street, not caring for the law and order of Kaṁsa.
Purport (Jiva Goswami)
The righteous people became joyful on seeing Kṛṣṇa and Balarāma defeat the wicked. Seeing their prowess in taking and stringing the bow, and seeing their ability to defeat all (tejaḥ), their vigor (prāgalbhyam) and their beauty (rūpam) the people thought they were the best of devatās such as Śiva and Viṣṇu, or better than the devatās--Saṅkarṣaṇa and Vāsudeva.
Purport (Sanatana Goswami)
The righteous people became joyful on seeing Kṛṣṇa and Balarāma defeat the wicked. They saw their astonishing courage: they killed the guards and brow the bow easily. They also saw their power and confidence (ca). By this the people’s minds became attracted to them. Everyone present was affected by the strength or all powers (tejas) and confidence. Boldly they walked about or without regard for others. Or they had effulgence which defeated the world and fearless ness, independence or ferocity (pragalbhyam). They had beauty (rūpam). Or they had power to give mercy to everyone (tejas) and boldness. His actions, qualities and beauty have been shown. They people thought they were Śiva and Viṣṇu (vibudhottamau).
