Translation (Visvanatha Cakravarti Thakura)

As the wealth was being carried by oxen and men under Lord Kṛṣṇa's direction, Jarāsandha appeared at the head of twenty-three armies.

Purport (Jiva Goswami)

The word ca indicates that camels and other animals were also used. Each time Jarāsandha brought twenty-three akṣauhiṇīs, not more or less since he ordered the various kings to bring that amount.

Purport (Sanatana Goswami)

Men also carried the load. The word ca indicates that camels and other animals were also used. The reason is that the order of the Lord cannot be violated (acyuta).
