Translation
Seeing Lord Hṛṣīkeśa return as if from death, accompanied by His new wife and wearing the Syamantaka jewel on His neck, all the people were roused to jubilation.

The inhabitants of Dvārakā were as joyful as someone receiving a dear relative back from the dead. They had concluded that Kṛṣṇa had been put into great difficulties due to the fighting; therefore, they had become almost hopeless of His return. But when they saw that Kṛṣṇa had actually returned, not alone but with a new wife, Jāmbavatī, they immediately performed a ceremony of celebration.

According to Śrīla Viśvanātha Cakravartī, Jāmbavān had placed the jewel on the Lord’s neck when he had presented his daughter in marriage.

At the time of giving his daughter to Krsna, Jambavan also put the jewel around the neck of Krsna (mani grivam).

Without Kṛṣṇa the inhabitants had become almost unconscious, without senses. Kṛṣṇa was the master of their senses (hṛṣīkeśam). The jewel around his neck is mentioned last because simply by wearing in on his neck he reversed the situation completely, causing joy to the devotees and sorrow to his detractors.

Kṛṣṇa was the master of their senses (hṛṣīkeśam). He inspired their jubilation. He wore the jewel around his neck to dispel the gossip. The festival became greater because it pleased Kṛṣṇa.
