देवदत्तमिमं लब्ध्वा नृलोकमजितेन्द्रिय: । यो नाद्रियेत त्वत्पादौ स शोच्यो ह्यात्मवञ्चक: ॥ ४१ ॥

Verse text

deva-dattam imaṁ labdhvā nṛ-lokam ajitendriyaḥ yo nādriyeta tvat-pādau sa śocyo hy ātma-vaṣcakaḥ

deva by the Supreme Lord ; dattam given ; imam this ; labdhvā attaining ; nṛ of human beings ; lokam the world ; ajita uncontrolled ; indriyaḥ his senses ; yaḥ who ; na ādriyeta will not honor ; tvat Your ; pādau feet ; saḥ he ; śocyaḥ pitiable ; hi indeed ; ātma of himself ; vaṣcakaḥ a cheater .

Translation

One who has attained this human form of life as a gift from God, yet who fails to control his senses and honor Your feet, is surely to be pitied, for he is only cheating himself.

One who has attained this human form of life as a gift from God, yet who fails to control his senses and honor Your feet, is surely to be pitied, for he is only cheating himself. KB 10.63.41 “My dear Lord, only by Your mercy and grace can the living entity get the human form of life, which is a chance to get out of the miserable condition of material existence. However, a person who possesses a human body but who cannot bring his senses under control is carried away by the waves of sensual enjoyment. As such, he cannot take shelter of Your lotus feet and thus engage in Your devotional service. The life of such a person is very unfortunate, and anyone living such a life of darkness is certainly cheating himself and thus cheating others also. Therefore, human society without Kṛṣṇa consciousness is a society of cheaters and the cheated.

Lord Śiva here condemns those who refuse to engage in the devotional service of the Supreme Lord.

In this verse he criticizes those who do not worship the lord. "Having attain a human body, given by you (deva dattam imam), the jiva absorbed in his sense pleasure does not respect your feet."

Though you make a person qualified for bhakti to you, such as having me teach Bāṇa by some mercy, the person remains disinterested in you and is to be lamented by persons like me. Having attained a human body suitable for serving you by your mercy, or has attained the human world where you appear as avatāra, now by mercy which spreads everywhere through a relationship with some great devotees, if he does not respect your feet he is lamentable. The Lord should be most respected for giving such help but because a person cannot control his senses, he does not respect you since (hi) he cheats himself.

Purport (Sanatana Goswami)

The non-devotees are criticized. Having attained a human form, suitable for worshipping you (imam), given by the Lord who should be respected as the greatest benefactor, a person who does not control his senses, who does not serve your feet with respect, is lamentable and condemned because he cheats even himself. Or certainly (hi) he is lamentable. He is completely ungrateful, disrespecting that you are the greatest benefactor. Moreover, he is devoid of happiness in this life and the next (ātma-vañcakaḥ).
