Translation
Śukadeva Gosvāmī said: King Ugrasena and the other members of the assembly laughed loudly when they heard this vain boasting of unintelligent Pauṇḍraka.

When all the members of the royal assembly, including King Ugrasena, heard this message sent by Pauṇḍraka, they laughed very loudly for a considerable time.
Purport (Jiva Goswami)
Hearing the boastful words of Pauṇḍraka, who had little intelligence, Ugrasena and others laughed loudly in the presence (upa) of the Lord.

Hearing near the Lord (upakarṇya) the astonishing, boasting words of the fool Pauṇḍraka, immediately (tadā) the members loudly laughed together in the assembly (sabhyāḥ).
