After first distributing flower garlands, pān and sandalwood paste to the brāhmaṇas, He would give these gifts to His friends, ministers and wives, and finally He would partake of them Himself. KB 10.70.13 The flower garlands, betel nuts, sandalwood pulp and other fragrant cosmetic articles offered to the Lord would be distributed by Him, first to the brāhmaṇas and elderly members of the family, then to the queens, and then to the ministers, and if there were still some balance He would engage it for His own personal use.

Distributing to the brahmanas and others the garlands and other things, he would then accept them for enjoyment himself (upayunkta).

Purport (Jiva Goswami)
