Translation (Visvanatha Cakravarti Thakura)

Queen Kuntī said: My dear, respectable brother, I feel that my desires have been frustrated, because although all of you are most saintly, you forgot me during my calamities. KB 10.82.18 Kuntīdevī especially addressed her brother Vasudeva as follows: “My dear brother, I am very unfortunate because not one of my desires has ever been fulfilled; otherwise how could it happen that although I have such a saintly brother as you, perfect in all respects, you did not inquire from me as to how I was passing my days in a distressed condition of life?” It appears that Kuntīdevī was remembering the miserable days when she had been banished with her sons through the mischievous plans of Dhṛtarāṣṭra and Duryodhana.

Purport

Here Queen Kuntī addresses her brother Vasudeva.

Purport (Visvanatha Cakravarti Thakura)

"I think myself devoid of pious acts, since you, though so proper in conduct, did not remember me when I was in difficulty. It was my bad fortune. It was not your fault."

Purport (Jiva Goswami)

She addresses Vasudeva since he is superior to others. O elder (ārya)! Since he is elder he should have protected her. She addresses him as brother to produce affection in him. Or ārya-bhrātar can be taken together. O elder brother! I am unfortunate since you did not remember me during my calamities though you are most respectable. Because of being respectable, he should have been affectionate to friends in a suffering condition.
