Śrī Devakī said: O Rāma, Rāma, immeasurable Supreme Soul! O Kṛṣṇa, Lord of all masters of yoga! I know that You are the ultimate rulers of all universal creators, the primeval Personalities of Godhead. KB 10.85.29 “My dear Balarāma, Your very name suggests that You give all pleasure and all strength to everyone. Your unlimited potency is beyond the reach of our minds and words. And, my dear Kṛṣṇa, You are the master of all mystic yogīs. I know that You are the master of the Prajāpatis like Brahmā and his assistants, and You are the original Personality of Godhead, Nārāyaṇa.

Purport (Jiva Goswami)

She addresses Balarāma first and his name is repeated out of respect because he is elder and out of respect because he is the son of a co-wife (Rohiṇī). He is unlimited since he by nature is beyond measure. He has greater, more inconceivable powers than the Kumāras and other great yogīs. This is because both of them are Lords of Brahmā and other controllers of the universe. Thus they are the original puruṣas.

Purport (Sanatana Goswami)

O Balarāma with unrestricted intelligence (aprameyātman)! O Kṛṣṇa with great, inconceivable powers (yogeśvareśvara)! You were capable of deliver your guru’s son. Or she says this to make her prayer perfect. Balarāma is addressed twice to indicate he was qualified as the elder brother. You are the Lord of Brahmā and others, or the puruṣāvatāras since you are the original Lords.
