Translation
Lovingly she let her sons drink from her breast, which became wet with milk just by their touch. She was entranced by the same illusory energy of Lord Viṣṇu that initiates the creation of the universe.

Purport
In the opinion of Śrīla Jīva Gosvāmī, the word
sṛṣṭi
can here also refer to the creative process by which Lord Viṣṇu’s Yoga-māyā arranges the settings and situations of His pastimes. There is indeed no question of Mother Devakī being affected by the material aspect of Māyā.

Being bewildered by yogamaya of visnu (mayaya) by which the spiritual creation with the lord’s pastimes and associates takes place (not the maya by which the creation of Brahma takes place), she fed them her breast milk.

Her breasts were completely flowing with milk which had been touched by Kṛṣṇa and other sons. Another version has pariplūtam. This means her breasts were covered with the affection of her sons. The cause is explained. She was bewildered by yoga-māyā-śakti, for his pastimes. The creation pastime is mentioned in this regard but the statement using ordinary words is only for easily understanding of common people.

Her breast was completely soaked with milk touched by her son Kṛṣṇa, or her sons. She was attracted in her heart (mohitāḥ) by māyā in the form of affection for her sons. She could not avoid that māyā since it belonged to the Lord who pervades the universe (viṣṇoḥ). “Why would the Lord put his mother into illusion?” Without that māyā, the universe would not be created. Or by that mercy she will again become his mother in the next birth.
