Translation
Śrutadeva said: It is not that we have attained the audience of the Supreme Person only today, for we have in fact been associating with Him ever since He created this universe with His energies and then entered it in His transcendental form.

“My dear Lord,” he said, “You are the Supreme Person, Puruṣottama, transcendentally situated beyond the manifested and unmanifested material creation. The activities of this material world and of the conditioned souls have nothing to do with Your position. We can appreciate that not only today have You given me Your audience, but You are associating with all the living entities as Paramātmā since the beginning of creation.”
This statement by the brāhmaṇa is very instructive. It is a fact that the Supreme Lord, the Personality of Godhead, in His Paramātmā feature, enters the creation of this material world as Mahā-Viṣṇu, Garbhodakaśāyī Viṣṇu and Kṣīrodakaśāyī Viṣṇu, and in a very friendly attitude the Lord sits along with the conditioned soul in the body. Therefore, every living entity has the Lord with him from the very beginning, but due to his mistaken consciousness of life, the living entity cannot understand this. When his consciousness, however, is changed into Kṛṣṇa consciousness, he can immediately understand how Kṛṣṇa is trying to assist the conditioned souls to get out of the material entanglement.

"O best of the brahmanas, Srutadeva, how is it that I have the good fortune of meeting you today?" When the Lord says this, Srutadeva replies with clever use of words.
"O Supreme Lord, not only today did you get to see us. When you create the universe and enter it by your own presence, starting from that time, up until today, we, your tastha sakti, enjoying the fruits of our karma, have been observed by you. But only today do we see you." This is an example of uttara alankara, where a statement infers the question.

Pleased at suddenly seeing the Lord he praises him. I have been able to see you only today, when you have made your appearance on earth. Beginning from the time when you created the universe and entered it as Paramātmā (ātma-sattayā), I have not seen you. Seeing you suddenly is your great mercy. It is understood from this that the brāhmaṇa never went to Dvārakā. He says this out of feeling lowly. His statement is his supposition.

Pleased at suddenly seeing the Lord, he praises him. Having created the universe, you enter as antaryāmī (ātmanaḥ sattayā), existing everywhere. This is because you are Paramātma (parama-puruṣa). Or today we have attained you because you’re the great Lord (parama-puruṣa), revealing unlimited qualities as bhagavān.
Or we have not just seen you today, but have received special mercy. Or having seen the Lord I am blissful on attaining the unobtainable. It was previously very rare. When you entered the universe you could not been seen since as antaryāmī you are invisible. But today suddenly I see you. I am most fortunate.
