arcatāṁ tvābhivandatām
ṇṛṇāṁ saṁvadatām antar
hṛdi bhāsy amalātmanām

Translation
You reveal Yourself within the hearts of those persons of pure consciousness who constantly hear about You, chant about You, worship You, glorify You and converse with one another about You.

“When, therefore, the conditioned soul comes in contact with a pure devotee and takes to devotional service, beginning with the process of hearing Your transcendental pastimes, glorifying Your transcendental activities, worshiping Your eternal form in the temple, offering prayers to You and engaging in discussion to understand Your transcendental position, he gradually becomes freed from the contamination of material existence. And as his heart becomes cleansed of all material dust, You gradually become visible there. Although You are constantly with the conditioned soul, only when he becomes purified by devotional service do You become revealed to him.

"But person like you who are engaged in hearing and singing about me certainly attain my presence." Srutadeva answers in this verse.
"You appear within those persons who discuss among the devotees about you (samvadatam). But they are also devoid of all contamination such as envy (amala atmanam). But I am full of contamination. That you have appeared in person here is a show of your wonderful quality of mercy."
Purport (Sanatana Goswami)
The word śāśvat (constantly) should be applied to all the verbs. You appear in the hearts of pure-hearted persons who constantly hear, glorify, worship, offer respects by lying on the ground, and speak to each other about you. Or purifying the heart by proper actions, one can then hearing, glorify etc. He appears privately (antaḥ) in the heart or he appears in the hearts of those who chant (antaḥ).
