Translation
Bhṛgu then went to Mount Kailāsa. There Lord Śiva stood up and happily came forward to embrace his brother.

After testing Lord Brahmā, Bhṛgu Muni went directly to the Mount Kailāsa, where Lord Śiva resides. Bhṛgu Muni happened to be Lord Śiva’s brother. Therefore, as soon as Bhṛgu Muni approached, Lord Śiva was very glad and personally rose to embrace him.
Purport
In the Vedic civilization it is considered very important to properly greet one’s family members, especially when one has not seen them for a long time. A worthy son should show respect to his father, a younger brother should honor his older brother, and the older brother should show affection to his younger brother in turn.

Having committed a mental offense to Brahma, and seeing his display of the mode of passion, having thus tested him, Bhrgu understood Brahma could not overcome this passion, and then went to the superior Siva and committed more than mental offense, a verbal offense to Siva. This is described in two verses.

Brahmā showed rajas, which blocked sattva. Śiva showed sattva which blocked tamas and then tamas which blocked sattva. Śiva was worthy of worship by the universe (devaḥ) and was the lord of everyone’s ahaṅkāra (maheśvaraḥ). In joy he rose to embrace Bhṛgu by spreading his arms since he accepted Bhṛgu as his brother.
