Translation
When the great sages of the Saptarṣi constellation pass from Maghā to Pūrvāsāḍhā, Kali will have his full strength, beginning from King Nanda and his dynasty.
Translation (Visvanatha Cakravarti Thakura)
When the seven sages enter Pūrvāsāḍhā constellation, [Note: From Magha to Pūrvāṣāḍhā constellation is a count of eleven. Thus the number of years between Kṛṣnā’s disappearance and King Nanda dynasty is 1100 years.] Kali will have his full strength, beginning from King Nanda and his dynasty.
This verse describes the time it took for Kali to become strong.
